CORE SERVICE
PMO Setup and Delivery Capability
From establishing a new PMO to strengthening an existing delivery function, KOSMOS provides the structure, governance and expert leadership needed to make delivery consistent and scalable.
PMO Setup and Delivery Capability
Build a repeatable delivery function
A Project Management Office (PMO) is an organizational function that brings structure, governance and visibility to the way projects and programs are managed and delivered.
As initiatives multiply, delivery cannot depend entirely on each individual PM’s preferred templates, reporting style or personal memory. A practical PMO gives leadership one way to understand priorities, make decisions, control risk and see what is happening across the project portfolio. It also gives practitioners a common operating structure without burying them in administration.
What KOSMOS establishes:
-
Delivery assessment and operating scope
Understand existing projects, maturity, pain points and the purpose, authority and scope of the PMO.
-
Governance and accountability
Define sponsors, decision rights, escalation routes, delivery roles and leadership meeting cadence.
-
Common project and program lifecycle
Establish proportionate standards from intake and initiation through execution, transition and closure.
-
Methodology and reusable assets
Introduce practical charters, plans, reporting formats, RAID and decision logs, change controls and playbooks.
-
Portfolio visibility and prioritization
Give leadership an integrated view of project health, commitments, capacity, dependencies and competing priorities.
-
Financial and capacity control
Clarify budget reporting, forecasts, allocation and resource planning across concurrent initiatives.
-
Delivery health and quality assurance
Build review routines that expose material risks and reinforce standards before issues become costly.
-
Tooling and information structure
Make plans, decisions, commitments and evidence easy to find and maintain in a shared execution environment.
-
Enablement and adoption
Align practitioners and stakeholders, embed working routines and make the PMO useful in day-to-day delivery.
How this service works
Establish, embed and sustain
The engagement can begin with an assessment, continue through PMO design and implementation, then move into adoption and operation. KOSMOS can establish the function and transfer it internally, place a fractional PMO leader or continue supporting portfolio governance and delivery capability as the organization grows. The result is more consistent execution, stronger decision-making, meaningful portfolio visibility and less dependence on isolated individual working practices without adding another layer of bureaucracy.

THREE OPERATING MODELS
PMO CONSULTING THAT FITS HOW YOU WANT TO RUN IT
Some organizations want a PMO built and handed to an internal team. Others need an experienced PMO leader on a fractional basis while they grow into the role. Some prefer KOSMOS to keep operating the PMO as a managed service. All three start from the same assessment, so the model is chosen on evidence rather than habit.
Whichever model you choose, the aim stays practical. Standards are sized to the portfolio you actually run, templates are limited to the ones people use and reporting answers the questions leadership is really asking. When an internal team takes over, it inherits a working function with documented routines it has already been using.

IN THE FIELD
A CENTRALIZED PMO WITHOUT A NEW TOOL
For an internal technology organization, the leadership behind KOSMOS built a centralized PMO operating system over six months. It covered governance, the path from request to delivery, visibility at several levels and the enablement people needed to work within it.
The design followed an adapted TOGAF ADM approach and ran on the client’s existing ticketing and project management platforms, connected through APIs, so no new tool was bought. The available draft of the RACI alone covered 33 activities.
SIGNS YOU NEED A PMO
WHEN A PMO BECOMES THE RIGHT MOVE
A PMO earns its place when the way projects are run starts holding the organization back. Here are seven signs it’s time to look at PMO setup or support.
01
Every project reports differently
Status arrives in different formats, with different measures and different definitions of “on track.” A PMO introduces one reporting format and one set of health indicators, so leadership compares projects on the same terms.
02
Leadership can’t see the whole portfolio
Leaders hear about individual projects but can’t see commitments, budgets, capacity and dependencies across all of them. Portfolio visibility gives them one view for setting priorities and making investment decisions.
03
The same people are booked on several projects
When key specialists are committed to several initiatives at once, a delay in one spreads to the next. Capacity planning across the portfolio shows where the conflicts are before they turn into missed dates.
04
Results depend on who’s in charge
A strong project manager delivers well and a stretched one struggles, because there’s no shared method underneath. Common lifecycle standards and reusable templates give every project the same foundation, whoever leads it.
05
Escalations have no clear route
Issues bounce between teams or wait for the next steering meeting. Defined decision rights and escalation routes make it clear who decides what, and how quickly.
FAQ
Answers to common questions
What leaders usually want to know before investing in PMO setup or ongoing PMO support.
01
What’s the difference between a PMO and a project manager?
A project manager leads one initiative. A PMO sets the standards, governance and visibility for all of them, so every project is managed the same way and leadership sees one picture across the portfolio.
02
Will a PMO slow our teams down?
A well-built PMO removes work instead of adding it. KOSMOS keeps standards proportionate to each project’s size and risk, so a small initiative doesn’t carry the paperwork of a major program. That principle runs through the way KOSMOS delivers.
03
What is a fractional PMO?
A fractional PMO gives you an experienced PMO leader on a part-time or flexible basis instead of a permanent hire. It suits organizations that need that leadership now but don’t yet need a full-time role.
04
Can KOSMOS improve a PMO we already have?
Yes. The work starts with an assessment of how the current PMO operates, what’s working and where teams work around it. KOSMOS then strengthens the parts that need it instead of rebuilding everything.
05
Who owns the PMO once it’s set up?
That depends on the model you choose. If KOSMOS sets it up and hands it over, ownership moves to your internal team with the routines already in place. With fractional or managed support, KOSMOS stays involved while your leadership keeps the decisions. To see which fits, talk it through with KOSMOS.
